A certificate is PRELIMINARY: it records what Fitinty knew when the output was made - the model, the inputs' hashes, the declarations, the measured quality. It is not a legal opinion and not a copyright registration. C2PA provenance manifests are currently sandbox-signed; a production signing certificate is in procurement.
